Manuel Sudau and Adrienne Grêt-Regamey wrote a new article on analyzing argumentation patterns in political discourse for better policy design.
In view of increasing urbanization and population growth in Switzerland, spatial planning solutions are urgently needed, but in particular the second stage of the partial revision of the Swiss Spatial Planning Law, which has been ongoing since 2014, is stagnating and despite three consultation processes, no consensus has been found between the stakeholders involved.
In this publication, we shed light on why this is the case and how the existing conflicts can be resolved. Our findings are based on a comprehensive structuring qualitative discourse analysis, which was used to analyze and evaluate the consultation responses of the political actors involved in the consultation processes to date. The study identifies key points of conflict as well as an emerging consensus on individual political proposals for solutions. We uncover typical patterns of argumentation that underpin resistance or support for political change. In particular, the study emphasizes the importance of clearly communicating the relative merits of proposed policy measures in order to increase their acceptance among stakeholders.
